It is required to carry out the whole-process cleaning, recycling, and low-carbon transformation of 9 industries including iron and steel, coking, and industrial clusters such as building materials, chemicals, and casting.
It is reported that in 2018, Shandong issued and implemented the first round of "Four Reductions and Four Increases" action plan, becoming the only province in the country that specifically formulated the "Four Reductions and Four Increases" action plan and established a promotion agency.
Through the joint efforts of the whole province, the "Four Reductions and Four Increases" three-year action has achieved remarkable results-the "Four Structures" continued to optimize and adjust, and the discharge of major pollutants has been drastically reduced. The direct contribution rate of quality improvement (PM2.5) is 37.5%, and the green background color of high-quality development is thickly planted.
