The proposal points out that at present, the policies of the state and Hainan Province to support the development of natural rubber mainly include two aspects: first, natural rubber subsidies, mainly including natural rubber afforestation and rubber forest tending, improved varieties and methods, and natural rubber base construction; Second, natural rubber insurance, arranging rubber insurance subsidies for the central and provincial governments.
The proposal proposes that the Ministry of Finance take the lead and continue to give central financial support to Hainan's natural rubber industry. Implement the subsidy policy of rubber forest land conservation; Implement the subsidy policy for childcare in non-production period; We will improve the natural rubber price insurance policy, and adjust the natural rubber price (income) insurance from the central government to the fixed subsidy insurance type of the central government.
The proposal also suggested that the R&D and promotion of intelligent rubber cutting machines, rubber collecting systems, small agricultural machinery, preliminary processing equipment and special rubber should be included in the national scientific research plan, corresponding R&D funds should be arranged, and the promotion and application of intelligent rubber cutting machines, rubber collecting systems and small agricultural machinery should be included in the list of agricultural machinery subsidies to address the shortage of rubber workers. Support enterprises to build remote intelligent natural rubber production system, and carry out digital and automatic upgrading and transformation of natural rubber planting, breeding, cutting, processing and logistics. Build a public information service platform for natural rubber industry to promote the development of natural rubber industry informatization. Through existing investment channels such as direct investment and capital injection, support state-owned enterprises in Hainan to implement mergers and acquisitions, and become a large multinational natural rubber enterprise based on Hainan, controlling global resources, and serving national strategic needs as soon as possible.
